Short answer: on the Gold Coast the number that decides it is not fixed by your zone name alone. City Plan 2016 sets the minimum lot size for a subdivision through a Residential density (RD) overlay mapped onto your specific parcel, in the Medium density residential (MDR) and High density residential (HDR) zones, while the Low density residential (LDR) zone runs its own separate test. Two blocks on the same street can carry different RD codes and end up with different answers, so the mapped overlay on your lot, not the suburb, is what matters.
One thing to hold onto: subdividing land is reconfiguring a lot under Gold Coast City Plan 2016, and which assessment track (accepted subject to requirements, code assessable, impact assessable) applies to your specific proposal is set out in the scheme's tables of assessment for your zone and precinct. Confirming your track is a site-specific check, not a general rule.
The RD density ladder that sets your minimum lot size
In the MDR and HDR zones, the Residential density overlay maps an RD code onto your land, and that code sets the minimum lot a subdivision can create (MDR zone code 6.2.2.3 Table AO7.1 and HDR zone code 6.2.3.3 Table AO5.1, identical table in both, verified 3 July 2026):

These figures are exclusive of any access strip or easement for a rear lot, so a battle-axe split needs its RD-code area clear of the driveway, on top of whatever land the access leg itself takes up. A block mapped RD5 can, on the numbers alone, support a much tighter subdivision than an identical-sized block mapped RD1 next door. Reading the RD overlay map for your own parcel is step one, not an assumption based on the zone.
The LDR zone runs a different test
Land in the Low density residential zone does not use the RD ladder. Its minimum lot is 600 m², dropping to 400 m² only where one of three conditions is met: the lot has dual frontage, it is mapped on the Minimum lot size overlay, or the smaller lot is appropriate to support an existing dual occupancy or multiple dwelling (LDR zone code 6.2.1.3 PO8/AO9, verified 3 July 2026). Minimum frontage is 17 m, reducing to 4.5 m for a rear lot. Miss all three conditions for the 400 m² alternative and the 600 m² figure is what your split has to clear.
The height trap: read from the overlay map, not the zone code
A distinct Gold Coast catch sits alongside the lot-size numbers: building height in the MDR and HDR zones is set by the Building height overlay map, point of use, per lot, rather than by one fixed figure printed in the zone code. Two lots in the same MDR zone, both clearing the same RD minimum, can carry different height limits once the overlay map is checked. If a subdivision is aimed at getting a second dwelling built on the new lot rather than just selling it vacant, the height overlay is worth reading on that specific lot before assuming a number.
Flood does not usually change the assessment track here
Where the Flood overlay maps land as "Flood assessment required", in every zone except Major tourism, the scheme's own words are unusually settled for reconfiguring a lot (Table 5.10.11, Flood overlay, verified 7 July 2026):
"Accepted subject to requirements if provisionally made accepted by another table of assessment"
In plain terms, if your reconfiguration would otherwise sit in an accepted or lower track under the relevant zone table, the Flood overlay on its own does not push it up to a harder track here, it adds the flood code's requirements instead. The one exception in the same table is standalone earthworks over 5 m³ that are not tied to building work or a change of use, which are code assessable in their own right. Flood severity (levels, velocity) still matters for the requirements and for how usable the new lot ends up being; it is a real constraint, just not one that generally changes the assessment category.
If a freehold split does not work, dual occupancy is worth checking
Where a block cannot produce two compliant lots outright, a dual occupancy (duplex) is often still a live option, and the Gold Coast rules for it differ sharply by zone (verified 3 July 2026). In MDR and HDR, dual occupancy is accepted development subject to requirements, unconditionally, with no dual-frontage or RD gate to clear. In LDR (outside the Large Lot precinct, which runs on its own table of assessment), the same accepted, no-DA pathway applies only where the lot has dual frontage or is mapped RD1 or greater on the Residential density overlay; outside those conditions it drops to impact assessment. Note that the dual occupancy building itself carries its own frontage benchmark under the Dual occupancy code, at least 20 m of road frontage (Table 9.3.5-1 RO1 and Table 9.3.5-2 PO1/AO1), which is separate from and stricter than the 17 m subdivision frontage figure above. A dual occupancy can typically be titled so the two dwellings sell separately while the underlying land stays one lot; the titling step is its own process your solicitor or town planner advises on, and whether your specific block clears the frontage, setback and site cover requirements is a design question for the professionals.
How to check your own block
- Find your parcel on the City of Gold Coast's eplan and read the Residential density (RD) overlay if you are in MDR or HDR, or the dual-frontage, Minimum lot size overlay and existing-use tests if you are in LDR.
- If a second dwelling rather than a vacant lot is the goal, check the Building height overlay map for each resulting lot, not the zone code figure.
- Check the Flood overlay map and any other overlays that touch the parcel, then confirm the assessment track that actually applies to your zone and precinct against the scheme's tables of assessment.
